However the UP SIP's cluster diagnostic explicitly lists Kannauj under NIC 20234 'Manufacture of perfumes and cologne de-eau' (Perfume & agarbatti) and records that 'Kannauj has a GI tag; however, the cluster is not able to take advantage'. None of the approved UP RAMP projects is Kannauj- or perfumery-specific; they are state-wide (ZED/LEAN, tech upgradation, UP TReDS, Samadhaan, UP MSME One Connect, export fairs, ESG, skilling).

कार्यालय जहाँ जाना है
UP Small Industries Corporation Ltd (SNA/SPIU, Lucknow) and the Directorate of Industries / District Industries Centre (DIC) Kannauj for UP SIP projects; SIDBI or any member lending institution (scheduled commercial bank, SFB, NBFC, MFI) for MSE GIFT loans; NSIC for MSME TEAM. The portal FAQ says enterprises should 'reach out the implementing agencies/state government or program website'.

1) RAMP is not an enterprise-facing scheme; there is no 'RAMP application' for an attar unit – benefits arrive via sub-schemes or UP SIP projects. 2) No Kannauj/perfumery-specific RAMP project exists; the SIP only diagnoses the cluster (sandalwood-oil cost, no Ittar quality standards, weak market access). 3) Sunsets: World Bank closing 30.09.2026; MSE GIFT subvention only on loans sanctioned by 31.03.2026; TEAM ends 2027 – verify any extension before citing. 4) MSE SPICE covers brownfield projects only, and Medium enterprises are excluded from GIFT Phase I. 5) Udyam/UAP registration is a hard prerequisite; unregistered household attar makers are outside. 6) SIP money is a State grant with 50% advance and UC-based tranches; RAMP funds cannot buy ACs, furniture, vehicles (sanction letter para 4). 7) The UP SIP has no GO number; RAMP fund-flow in UP is via UPSIC, not DIC Kannauj directly. 8) The World Bank/portal figure USD 808 million (About page) vs USD 500 million loan – the difference is GoI counterpart; do not cite USD 808m as the loan.
