Credit guarantee to the lending bank (not a grant or subsidy to the borrower), enabling collateral-free / third-party-guarantee-free term loans and working capital

Guarantee on credit facilities up to Rs 10 crore per borrower (banks/FIs); Rs 2 crore via RRB/co-op/SFB; Rs 50 lakh via MFI. Maximum credit risk borne by CGTMSE per borrower is Rs 7.5 crore (75% of Rs 10 crore).

Runs through the agreed tenure of the term loan; working capital covered in renewable 5-year blocks with no overall cap. Lock-in 18 months before invocation (9 months for guarantees up to Rs 10 lakh with tenure up to 36 months). Claims paid 75% first instalment, 25% after 3 years.

No collateral security and no third-party guarantee to be taken by the bank for the guaranteed portion; a Hybrid Security product allows partial collateral with the unsecured balance (up to Rs 10 crore) covered. Per Circulars 254/2025-26 and 258/2025-26, guarantees of co-borrowers/co-obligants who sign the loan agreement are not treated as third-party guarantees. Annual Guarantee Fee (from 1 Apr 2025): 0.37% p.a. up to Rs 10 lakh; 0.55% Rs 10-50 lakh; 0.60% Rs 50 lakh-1 crore; 0.85% Rs 1-2 crore; 1.00% Rs 2-5 crore; 1.10% Rs 5-8 crore; 1.20% Rs 8-10 crore; charged on guaranteed amount in year 1 and outstanding thereafter; 10% concession each for social category, geography and ZED (max 30%); bank-level risk premium up to +70% or discount of 10%; the bank may pass the AGF to the borrower.

A Kannauj attar micro or small unit can borrow up to Rs 10 crore from a member bank without collateral or third-party guarantee, with CGTMSE guaranteeing 75-90% of the default (85% for micro loans up to Rs 5 lakh, 90% for women-led units) in exchange for an annual guarantee fee of 0.37-1.20% that the bank may pass on.

Guarantee ceiling: credit facilities up to Rs 10 crore per borrower (banks/FIs), Rs 2 crore (SFBs, RRBs, co-op banks, SFCs), Rs 50 lakh (MFIs). Loans above Rs 50 lakh must be internally rated investment grade by the MLI.

YES (by construction, not by name). CGTMSE has no notified trade/product list; the scheme document defines an eligible MSE as any enterprise 'engaged in the manufacture or production of goods, in any manner' or rendering services, and even trading is eligible. Attar/ittar distillation and perfumery manufacturing in Kannauj therefore qualifies as a manufacturing MSE activity, provided the unit is Micro/Small under MSMED Act and the bank sanctions the loan without collateral/third-party guarantee (or under the Hybrid Security product).

1) It is a guarantee to the bank, not a subsidy: the borrower repays 100% of the loan and usually bears the AGF that the bank passes on. 2) Borrowers cannot apply to CGTMSE; the bank decides whether to seek cover, and many branches still ask for collateral. 3) Loans already covered by DICGC/RBI schemes, government or insurer guarantees, or NCGTC are excluded; a loan with collateral is excluded unless structured under the Hybrid Security product. 4) Any borrower whose earlier CGTMSE-covered loan was invoked and not repaid is ineligible. 5) Loans above Rs 50 lakh need an investment-grade internal rating, which most Kannauj attar units lack. 6) Flower farmers borrowing for cultivation are agricultural borrowers, not MSEs, and fall outside CGS-I. 7) Guarantees via RRB (Aryavart Bank) and co-operative banks are capped at Rs 2 crore and via MFIs at Rs 50 lakh. 8) Fraud / wilful-defaulter accounts get no claim; lock-in of 18 months and legal-recall conditions apply to claims. 9) The 90%/85%/75% percentages are of the amount in default, not of the sanctioned loan; and the Rs 10 crore ceiling is a coverage limit, so guarantee payouts never exceed Rs 7.5 crore. 10) Coverage percentages diffe
