लाभ

लाभ का प्रकार
Graded subsidy (grant/fee waiver) on the cost of ZED certification, surveillance, handholding/consultancy and third-party testing/system/product certification; plus a one-time joining reward
राशि
Certification cost (Addendum-2, w.e.f. 18.09.2024): Bronze Rs 8,000; Silver Rs 32,000; Gold Rs 72,000 (earlier Rs 10,000/40,000/90,000), inclusive of taxes. Joining reward Rs 10,000 on taking the ZED Pledge (valid 1 year), adjusted against certification cost before subsidy – Bronze therefore costs the MSME nothing; the Rs 2,000 balance covers the Bronze surveillance at 18 months. Surveillance fee: Bronze Rs 2,000 (100% subsidised), Silver Rs 10,000, Gold Rs 20,000 (two surveillances at 12-18 and 24-30 months). Handholding/consultancy: provision up to Rs 5 lakh per MSME (up to Rs 2 lakh consultancy + up to Rs 3 lakh technology upgradation towards zero-effect/pollution-control/cleaner technology). Testing/quality/product certification: 75% of cost, ceiling Rs 50,000, now allowed on multiple certifications obtained after ZED registration (prospective only).

Worked example for a Kannauj micro distillery (non-women, non-SC/ST): Silver Rs 32,000 minus Rs 10,000 reward = Rs 22,000, 80% subsidy = Rs 17,600 grant, MSME pays Rs 4,400; Gold Rs 72,000 minus 10,000 = 62,000, MSME pays Rs 12,400. ZED certificate valid 3 years; re-apply afresh on expiry as per scheme validity; scheme provisions stated valid till 31 March 2026 in Guidelines 2022 (extension not verified); joining reward valid 1 year from Pledge; handholding to be completed within 4 months of allocation.
जमानत
Not applicable – grant/subsidy, not a loan; MSME pays only its beneficiary contribution online through the portal (handholding contribution in 40/30/30% milestones).

Udyam-registered manufacturing MSMEs (including attar distillers) get 80/60/50% (100% for women-owned) of the cost of Bronze/Silver/Gold ZED certification, surveillance, handholding and 75% (max Rs 50,000) of NABL/NABCB/BIS testing or product certification, with a Rs 10,000 joining reward that makes Bronze effectively free.

  • Any manufacturing-sector MSME (proprietorship, partnership, LLP, company, co-operative, SHG-owned unit etc.) registered on the Udyam portal
  • Each unit under one Udyam registration must apply separately
  • Phase 2 (service-sector MSMEs, ZED Exports) envisaged but not notified as of the documents read

No age criterion for the entrepreneur; no minimum vintage for the unit
लिंग और श्रेणी
Open to all; women-owned MSMEs get 100% subsidy (Addendum-1, w.e.f. 11.11.2023); SC/ST-owned units and units in NER/Himalayan/LWE/Island/aspirational districts get +10%; SFURTI or MSE-CDP cluster members get +5% (Kannauj is not an aspirational district, so the +10% applies in Kannauj only to SC/ST-owned units)

YES (by inclusion, not by name) – the scheme has no trade/product list; FAQ: 'covers all the MSME sectors belonging to manufacturing'. Attar/perfume distillation is a manufacturing activity (NIC 2008 Division 20 'Manufacture of chemicals and chemical products', which is one of the sector filters on the portal's certified-MSME list; perfumes fall under NIC 2029 – this NIC mapping is from general knowledge, not from a fetched document). Pure traders/retailers of attar are NOT eligible (services/trading excluded in Phase 1).

Must take the ZED Pledge online before applying for any level; must sign an undertaking of compliance with all applicable regulatory licences (e.g. GST, pollution consent, factory licence where applicable); ISO-certified units are eligible and get parameter exemptions if ISO is NABCB/IAF-MLA accredited; MSMEs with a valid Bronze certificate are eligible for handholding; testing/product-certification subsidy needs a valid ZED certificate (Bronze/Silver/Gold).

  • Online undertaking of compliance with applicable statutory/regulatory licences (Annexure 2)
  • Bronze: self-declaration plus document upload on 20 parameters (incl. Energy Management, Measurement & Analysis) with an onsite visit; Silver/Gold: documents + remote/onsite assessment
  • Payment of beneficiary contribution online via the portal (no cash/offline payments to anyone)
  • For testing/certification reimbursement: copy of the valid certificate, CA certificate of expenditure, invoice of issuing agency, cancelled cheque (each PDF/image ≤2 MB)
  • For 100% women subsidy: Udyam record must show women ownership; for SC/ST +10%: Udyam social-category record

सावधानी

1) Manufacturing only in Phase 1 – attar traders, retailers, service units and flower farmers (non-Udyam agricultural producers) are excluded; only Udyam-registered units qualify. 2) Scheme validity stated as 31.03.2026 – confirm that subsidies continue in FY 2026-27 before budgeting. 3) Fake sites/agents: registration is free; portal warns no agency may charge for registration; pay only through the portal. 4) Joining reward lapses 1 year after the Pledge and is usable once. 5) Each unit under one Udyam number must apply separately. 6) Women-owned units get 100% but forfeit the +10%/+5% add-ons (irrelevant since 100%); Kannauj is not an aspirational district so the +10% applies only to SC/ST-owned units there. 7) Testing/product-certification subsidy only after obtaining a ZED level, only for NABL labs / NABCB-accredited certification bodies / BIS, only for certificates still valid at claim, and only prospective (after ZED registration). 8) Handholding needs a valid Bronze certificate; Rs 3 lakh technology support needs consultant recommendation, MSME-DI verification and PMAC approval. 9) Silver/Gold certificates are suspended/withdrawn if the two mandatory surveillances are missed
