  • Incubation: any individual (Aadhaar) or MSME (Udyam) with an innovative idea, applying through a registered Host Institute (HI); HIs = technical colleges, universities, R&D institutes, NGOs, MSME-DIs/Technology Centres, Central/State institutions
  • Design project: registered micro, small or medium enterprise (MSMED Act) with valid UAM/Udyam Registration, manufacturing MSME preferably profitable in the last year (PMAC may relax)
  • Design student project: bona-fide design students working for an MSME
  • IPR reimbursement (patent/TM/design): entity or individual holding a valid Udyam Registration and full ownership (at least 51% shareholding for partnership firms); booklet says 'Manufacturing MSMEs with UDYAM Registration'
  • IPR reimbursement (GI): agencies, associations, NGOs, societies, trusts and similar non-commercial bodies with incorporation documents and PAN (e.g., a GI producer association)
  • IPFC: MSME-DIs, Technology Centres, industry associations, institutions with 2+ years of operation and IP track record

Incubation ideas are screened under five broad sector verticals (agriculture/agro-processing; healthcare & AYUSH; power; services incl. design & wellness; miscellaneous incl. foods, beverages, FMCG, consumer goods 'and any other sub-sector'), so an attar/perfumery innovation is not excluded but 'perfume/attar/ittar' is not named anywhere in the guidelines or FAQ. Design and IPR components are sector-agnostic for Udyam-registered MSMEs.

1) IPR money is reimbursement only after the patent is GRANTED / TM, design or GI is REGISTERED - filing costs are not advanced; Indian patent cap Rs 1 lakh and trademark cap Rs 10,000 are far below typical attorney costs. 2) Renewal fees, IP assignment and application-correction costs are excluded; one-time support per IP, and no double-dipping with any other Central/State IP subsidy (self-declaration required). 3) Individuals need their own Udyam Registration; partnership firms must prove at least 51% ownership. 4) Incubation funds go only to the Host Institute, never to the entrepreneur; the incubatee must contribute 15% and be attached to a registered HI - no HI is confirmed in Kannauj. 5) Design projects run only through IISc/IITs/NITs, require the MSME to deposit its 25-40% share upfront with the IA, and IAs take 15% implementation charges from the GoI grant; MSME preferably profitable in last year. 6) Ideas with incomplete portal information are rejected at first screening; no sector quota for perfumery. 7) MSME-DIs cannot receive grant-in-aid themselves. 8) Scheme validity tied to the Champions Scheme window; continuation after 31 March 2026 not confirmed on an official pag
