A Kannauj flower or aromatic-crop grower can get a one-time DBT grant of 40% of the notified unit cost (Rs 20,000 to Rs 1 lakh per ha depending on crop class) on up to 2 ha of new rose, jasmine, marigold, mentha, vetiver or similar plantings, applied through the UP horticulture DBT portal and the District Horticulture Officer.

Open to all; Annual Action Plans must earmark targets for SC, ST and women beneficiaries (para 5.4); UP runs a parallel State-sector SC/ST horticulture development scheme. Higher 50% rate applies only in NE/Himalayan/TSP/Scheduled areas, not in UP.

NO for attar/perfume manufacturing - MIDH is a cultivation scheme, not an enterprise/trade list; there is no 'perfumery' component. YES for the raw-material crops: Annexure-V (2025) lists 'Loose Flowers (Rose, Chrysanthemum, Tuberose, Jasmine, ... Marigold ...)' at Rs 50,000/ha and 'Cost intensive aromatic plants (Rose, Rosemary, Tuberose, Geranium, Chamomile, Sandalwood, Davana, Jasmine, Lavender etc.)' at Rs 1.25 lakh/ha and 'Other aromatic plants (Palmarosa, Lemongrass, Vetiver, Java Citronella, Sweet Basil, mentha etc.)' at Rs 50,000/ha - i.e. the Kannauj attar feedstock crops (rose, jasmine/bela, mehndi is not listed, vetiver/khus, mentha) are inside the notified crop list. The UP portal's older table names only 'Loose flowers (Marigold/Indigenous Rose)' and 'Other aromatic plants (Mentha)'.

Beneficiary must register online on the UP horticulture DBT portal (Aadhaar-linked mobile OTP), upload Aadhaar, khasra/khatauni, bank passbook; selection first-come-first-served through the DHO; new areas to be taken up in identified clusters of not less than 10 ha blocks; planting material to be sourced from NHB-accredited nurseries; micro-irrigation integration expected (converged with PDMC if not under MIDH).

सावधानी

1) Not for attar/perfume making, distillation units or traders - MIDH subsidises cultivation (and separately PHM/processing infrastructure on project mode, credit-linked above Rs 30 lakh); no 'perfumery' trade exists in it. 2) Area cap 2 ha per beneficiary; assistance pro-rata and only once per area. 3) Cluster rule: new gardens must not be in isolated patches below 10 ha blocks - individual attar-village farmers may need to apply as a cluster. 4) Planting material must come from NHB-accredited nurseries; local damask-rose cuttings from own fields may not qualify. 5) Drip/micro-irrigation integration expected - otherwise convergence with PDMC required. 6) Subsidy is on 'planting material and INM/IPM material' cost only - no labour/land preparation (MGNREGS convergence intended for labour). 7) UP portal still shows 2015-16 norms (e.g. Rs 16,000/ha loose flowers) - actual 2025-26/2026-27 UP sanction rates need confirmation from the DHO/state Annual Action Plan; a UP GO adopting the April 2025 norms was not found. 8) Demand-based and budget-limited - first-come-first-served through the online portal; registrations are per season. 9) 40% rate only; the 50% rate is for NE/Himalayan/TSP
