Direct grants (sustenance allowance, prototype grant, seed capital/marketing assistance), cost reimbursements (patent/quality certification, events, accelerator fees, PF/ESI, compute), matching grant on funds raised, interest subvention on term loans, free/subsidised incubation; separate capital and operational grants to incubators.

2026 policy (current): Sustenance allowance INR 20,000 per month for 2 years (paid quarterly, ideation to prototype stage); Prototype grant up to INR 10 lakh (70% advance + 30% reimbursement); Seed capital up to INR 15 lakh (50% + 50% on milestones), up to INR 50 lakh case-by-case with SRCE recommendation; Matching grant 50% of funds raised up to INR 5 crore on minimum INR 2 crore raise; Event grant 50% up to INR 50,000 national / INR 2 lakh international; Compute reimbursement up to INR 2 lakh per FY; Deep-tech: enhanced prototype up to INR 20 lakh, seed up to INR 30 lakh, patience capital up to INR 40 crore. Patent filing/quality certification (2026): 100% of eligible expenditure up to INR 50 lakh (PIU approval), 75% on the slab INR 50 lakh-1 crore and 50% on INR 1-2 crore (Cabinet approval). Matching grant 50%. Event costs 50%. Interest subvention 4% p.a. (or actual interest if lower). Additional 50% top-up on seed and prototype grants for special categories.

Not applicable — grants are non-repayable and paid directly to the startup's bank account after PIU approval; interest subvention applies to term loans from scheduled banks/FIs on the lender's own terms. Cash transactions limited to INR 10,000.

A DPIIT-recognised, UP-incorporated innovative attar/fragrance startup incubated at a StartinUP-recognised incubator (e.g. Navotthan at REC Kannauj) can draw a INR 20,000/month sustenance allowance for two years, up to INR 10 lakh prototype grant, up to INR 15 lakh seed capital, slab-based reimbursement of patent and quality-certification costs, and a 4% interest subvention on term loans up to INR 2 crore under the UP Startup Policy 2026.

  • Incorporated/registered office in Uttar Pradesh (only the Matching Grant is open to non-UP startups with >50% operations in UP)
  • Incubators: private/government host institutes recognised by StartinUP
आयु
Entity within 10 years of incorporation/registration (20 years for DPIIT-recognised Deep-Tech startups). No founder age limit found.
लिंग और श्रेणी
Open to all; 50% additional incentive on seed and prototype grants for startups founded/co-founded by women, EWS, Divyangjan or transgender persons with minimum 51% shareholding (26% under the 2020 policy), startups with registered office in Purvanchal or Bundelkhand, or working in Agri-tech, Circular Economy, Rural Impact, Waste Management, Sustainability, Renewable Energy, Climate Change. Kannauj is not in Purvanchal/Bundelkhand.
टर्नओवर या निवेश सीमा
Turnover in any financial year since incorporation not exceeding INR 200 crore (INR 300 crore for Deep-Tech) under the 2026 policy; INR 100 crore under the 2020 policy. No minimum investment.

NO NOTIFIED TRADE LIST — the policy is expressly 'sector-agnostic and shall apply to startups operating across all sectors within the State' (2026 policy cl. 5(e)); the 2020 policy likewise had no product list. An attar/perfumery startup is therefore eligible if it is DPIIT-recognised and 'working towards innovation, development or improvement of products or processes or services'. Perfume/attar/ittar is not named anywhere; the closest hook is the ODOP integration clause (MSME Dept. to support incubators supporting ODOP products) and the goal of 'district-level innovation clusters ... including ODOP-based industries'. Traditional attar making without an innovation/scalable element would fail the DPIIT startup definition.

Startups up to the scaling stage must be incubated at a StartinUP-recognised incubator and obtain its formal recommendation when applying; scaling-stage or beyond are exempt. Startup must be active/operational at application and at each tranche. Entities formed by splitting up or reconstructing an existing business are not startups. Under the 2020 policy sustenance allowance and seed capital were capped at 25 startups per incubator per year.

सावधानी

1) Scheme is for DPIIT-recognised 'startups' only — a conventional attar distillery, trader or artisan without an innovative product/process/scalable model is not eligible; entities formed by splitting/reconstructing an existing business are excluded. 2) Registration on BOTH DPIIT and StartinUP is mandatory; UP registered office required for all incentives except the matching grant. 3) Incubation at a StartinUP-recognised incubator plus its written recommendation is compulsory until scaling stage — FFDC Kannauj and CIMAP are not recognised incubators. 4) Sustenance allowance is only 'till prototype stage' and requires the startup to remain incubated and active at every quarterly tranche. 5) Prototype grant excludes basic websites/informational portals/simple apps without substantial innovation. 6) Matching grant not available to startups funded by the UP Startup Fund or for prize money. 7) Patent reimbursement under the 2020 policy was payable only for successful/awarded patents (INR 2 lakh/10 lakh); under 2026 the slab structure applies, with Cabinet approval above INR 50 lakh spend. 8) Additional 50% top-up needs 51% (not 26%) special-category shareholding under the 2026 policy;

कन्नौज में एजेंसी

No district-level government office (DIC Kannauj, KVIC/UPKVIB, banks, CSC, UPSIDA) implements this scheme; it is run centrally through the StartinUP portal by the Nodal Agency in Lucknow. In Kannauj the only StartinUP-recognised incubator is 'Navotthan Startup Foundation' at Rajkiya Engineering College Kannauj (recognised 27.07.2022, 50 startups per portal list) — pre-scaling startups must be incubated at, and recommended by, such an incubator to claim incentives. FFDC Kannauj and CSIR-CIMAP are NOT on the recognised-incubator list (88 incubators listed on 2026-09-05). Nearby alternatives: IIT
