The scheme is keyed to each district's notified ODOP product, and Kannauj's notified ODOP product is 'Itra (Scents), Perfume Products' (odopup.in district page; Invest India/GoUP compendium lists 'Kannauj – Perfume (Attar)'). Therefore attar/itra makers in Kannauj are within scope. The GO itself contains no product list; toolkit contents are fixed district/product-wise by a committee under the Commissioner & Director of Industries, and the attar toolkit specification was not found.
