Deputy Commissioner Industries, District Industries and Enterprise Promotion Centre (DIC), Kannauj — receives application, affidavit and project report, issues acknowledgement, places file before the DLTFC chaired by the DM.

(1) Only units producing the district's notified ODOP product qualify — a Kannauj unit making non-ODOP goods, or an attar unit located in another district, is ineligible; flower growers who do not distil are likely outside scope. (2) Bars anyone who has ever taken a Central/State self-employment scheme benefit (PMEGP, MYSY, CM Yuva Udyami, PM Vishwakarma loan etc.) — one benefit per family, once only; affidavit required and false declaration risks recovery. (3) Margin money is back-ended: held as TDR for two years and forfeited/recovered on wilful misuse or default; closure due to natural calamity may be adjusted against the loan. (4) Land purchase cost cannot be included in project cost. (5) Subsidy is subject to budget ceiling — Commissioner & Director of Industries may reallocate district quotas and cannot sanction beyond the budget; applications can be pending for want of funds. (6) Bank sanction is the gating step — selection by DLTFC does not guarantee a loan; collateral and interest are at the bank's discretion (the 'concessional interest' claim appears only in blogs, not in the GO).
